It is an upgraded variant of the HTC-3140, offering a longer 59.5-meter (195.2-foot) seven-section boom, making it ideal for high-reach applications such as steel erection, bridge construction, and industrial maintenance. The crane also offers a jib attachment, extending the maximum system length for additional lifting height and versatility.

A significant upgrade was introduced in 2016, when both the HTC-3140LB and HTC-3140 received emissions and performance enhancements. The carrier engine was upgraded to 581 hp (434 kW) to meet EPA 2013 on-highway emissions standards, improving fuel efficiency and environmental compliance. The upper structure engine, producing 250 hp (186 kW), was upgraded to Tier 4 Final/Stage IV off-highway standards, maintaining the twin-engine platform for independent crane and carrier operation.
